It looks the Live.com site is now undergoing or has undergone another update, and though as of yet there has been no mention of this update on the Live.com Team Blog it's clear what the differences are so far on this new update:

– New Windows Live ID icon next to the sign out text.
– Choose between Search only/personalized page layout.
– More language support.
